What is OGEFREM

OGEFREM, then Maritime Freight Management Office, was born from the desire of the Congolese State to comply with the recommendations and provisions of the Code of Conduct for Maritime Conferences adopted by UNCTAD in 1974, as well as those of the Maritime Transport Charter in West and Central Africa called the “Abidjan Charter”.

It was created by Presidential Order 80/256 of 12 November,1980. By decree no. 09/63 of 03/12/2009 : VIEW DECREE , its remit was extended to all modes of transport, and it is now called the Office de Gestion du Fret Multimodal (OGEFREM). It is a member of the Union of African Shippers' Councils (UCCA), a specialised body of the Maritime Organisation of West and Central African States (OMAOC).

In order to achieve the goal of managing the national territory for all freight that makes up import and export freight, OGEFREM appoints designated Agents to aid in dealing particularly with goods destined for the DR Congo.

Agents are given a mandate to issue all cargo cover documents required in the pre- clearance process. Both the Agent and OGEFREM collaborate with the aim of guaranteeing the smooth flow of international goods tracking
