Is it possible to request a certificate without registering?

Yes, all of our certificate types can be requested manually by downloading and submitting the corresponding request form below:

FXI is a progressive reference number given to DRC importers when opening their import license. Therefore, the original insertion of the FXI number and the mandatory FERI certifications required by law will enable the correct verification and execution of the importation as expected of the importer and help prevent delays and additional charges.

FERI is the French acronym for “Electronic Import Information Sheet”. This is the document that accompanies all shipments transported by sea to the Democratic Republic of Congo. It is delivered to the port of origin of the shipment. It is the responsibility of the party designated for the freight movement of the shipment/consignment, to ensure that the required applicable FERI certification has been issued. Failure to do so will result in heavy penalties. Checking of certificates will be carried out at points of entry into the DRC, at points of origin of shipments and in transit, for shipments continuing en route to the DRC by road or rail, for all shipments. As noted above, per regulations, cargo cannot be cleared if the valid required FERI certificate does not accompany the shipment.

FERI (SEA FREIGHT) An OGEFREM FERI (Ocean Freight) certificate must be obtained and issued for all ocean freight shipments/shipments originating from a foreign port for the DRC of final destination for disembarkation at a DRC port or transit port for subsequent shipment to the final destination of the DRC. If you do not subscribe to the required FERI certification before your arrival at the port of disembarkation and/or port of disembarkation, then the responsible exporter/shipper will be required to apply for the required certification at the port of disembarkation and incur penalties.

NB: Export documents that must be submitted with your FERI application:

  • Bill of Lading
  • Commercial Export Invoice
  • Waybill
  • Freight Transport Invoice/Declaration - issued by the designated freight carrier/shipping company

A certificate of destination or “Attestation of destination” in French accompanies the shipment from the port of transit or regional origin to the DRC by road or rail. It also covers shipments that originate from any country on the African continent and are transported to the DRC by road or rail.

There are TWO types of DESTINATION CERTIFICATES:

  • The first links the ocean freight portion of the freight movement and the subsequent road or rail movement of the same shipment – ​​CONTINUATION.
  • The second type covers shipments from the African region – REGIONAL.

With effect from April 11, 2011, the FERI and the certificate of destination are required by Congolese customs for the clearance of all commercial goods entering the DRC.
Regarding interministerial decree No. 008/CAB/VPM/MIN/TC/2019, it makes it compulsory to subscribe to these certificates for all goods intended for the DRC.

DESTINATION CERTIFICATE (CONTINUATION) – FROM SEA TO ROAD/TRAIN

The certificate of destination (extension) must be requested by the responsible exporter/importer or the designated agent/forwarder/carrier at the transit port of disembarkation.

NB: If the shipment arrives at the port of disembarkation/transit without a FERI certificate, then the FERI certificate must be requested, verified and issued before the destination certificate can be requested and issued. Failure to register for the certificate of destination prior to arrival at the DRC port of entry will require the responsible exporter/cargo carrier to apply for the required certificate and incur penalties and could delay clearance of the shipment in the DRC.

The Code of Conduct is a Contract signed between the carrier and OGEFREM which stipulates the conditions under which the freight carrier, carrier will participate in the transport of Congolese freight. It is signed before any transport of Congolese freight. We will keep you all updated on implementation progress.

The Intervention Commission is a charge payable by any carrier transporting Congolese freight. It is calculated on the total freight collected/payable on the transport of Congolese cargo.
